An incorrect password, a verification requirement and account disability are different situations. Read the official message and check whether an appeal is offered. Do not treat every sign-in failure as a suspension.
Prepare true, relevant facts
Gather information supporting your authorized use of the account and a factual account of the issue. Be clear and truthful. Do not invent a compromised account or mistaken suspension, or include passwords and verification codes in an appeal.
Complete verification and submission yourself
Google’s appeal process requires the account owner to follow the instructions. Some cases have limits on review attempts, as shown on the official page at that time. Network conditions and assistance services cannot guarantee approval.
